一、Grounding System Design 接地系统设计

The grounding and lightning protection system shall be designed per IEEE -80 and local codes and statutes, and shall consist of an integrated network of grounding conductors and ground rods. The final number of grounding rods and the actual quantity of grounding conductors shall be based upon the Job Site topography, an analysis of existing soil data, and the Contractor’s soil resistivity testing. All grounding conductors utilized in the grounding system shall be bare, hard-drawn copper throughout. All grounding rods shall be three (3) meters minimum length, copper-weld-type throughout. All grounding test wells shall be pre-cast concrete throughout, with distinctive flush surface-mounted removable covers.

The grounding system shall be designed to achieve the following:

1. Establish a minimum resistance to earth at all locations not to exceed one (1) ohm.

2. Protect personnel from dangerous potentials such as transferred, step and touch potentials during both normal operating and maximum ground faults.

3. Provide connection to ground for power equipment neutrals.

4. Facilitate relaying in clearing ground faults.

All Facility electrical equipment, including both the above-grade and below-grade raceway systems, all motor frames, and all switchyard apparatus shall be tied to the grounding system and to each other. All Facility mechanical apparatus, including all outdoor and building steel support columns, platforms, stairways, elevated structures, and metallic tanks and vessels, shall be tied to the grounding system.

In both the GIS building and the outdoor Facility switchyard areas, the grounding system shall be a subsurface rectangular grounding grid composed of overlapping 240mm2 minimum copper conductor, arrayed on a 4.57 meter x 4.57 meter maximum conductor spacing. This rectangular grounding grid shall extend under all transformer basins/foundations, under the foundations of all high voltage disconnect switches, under the GIS switchgear building foundations, under all switchyard equipment support structures, and just beyond the perimeter fencing of the switchyard. The diametrically-opposite corners of all power transformer and lightning protection equipment shall be connected to the grounding grid via 240mm2 minimum copper conductor. All other switchyard electrical equipment, and associated steel columns, steel supports, platforms, and metallic structures within the switchyard shall be tied to the grounding grid via 120mm2 minimum copper conductor.

In all other Facility areas, the grounding system shall consist of subsurface 120mm2 minimum copper conductor in a main loop configuration with multiple laterals. This grounding loop shall extend around all of the equipment provided within the Facility; with at least two (2) 120mm2 tie-back ground connections between the Facility and the switchyard area.

Grounding connections made to all Facility electrical switchgear and power apparatus rated above 11 kV shall utilize 120mm2 minimum riser conductor. Grounding connections made to all Facility electrical switchgear and power apparatus rated above 6 kV, including all structural steel columns and motors rated above 2000kW, shall utilize 120mm2 minimum riser conductor. All 480 V-rated switchgear, switchboards, MCCs, and all motors rated above 185 kW; along with all cable trays, major platforms, and large metallic structures, tanks and vessels; shall utilize 70mm2 minimum riser copper conductor. The minimum ground riser copper conductor size for grounding connections made to Facility electrical equipment rated 240V and below, all motors rated up to 185 kW, along with miscellaneous steel supports, stairways, fences, and small metallic structures shall be 35mm2.

All grounding grid crossings and all grounding loop laterals shall be mechanically-bonded or thermally-welded. Joints in the ground grid, all riser conductor connections to equipment and structures, and all underground lateral connections shall be "Burndy Hyground Irreversible" compression-type cross, tee, and single-hole lug connectors, or shall be welded by use of “Cadweld” in such a manner that the resistance of the connection shall be less than that of the equivalent length of conductor.

As a minimum, the lightning protection system shall consist of air terminals, overhead grounding wires, surge arrestors, concentration grounding poles and related connecting down wires. The Facility structures that will require lightning protection system shall be determined during the detailed design stage.

二、Grounding System Installation 接地系统安装

No less than twenty (20) ground rods shall be furnished and connected to the grounding system utilizing 120mm2 minimum riser conductor to achieve uniform minimum ground resistance across the entire Facility. These ground rods shall be installed throughout the Facility area to minimize voltage gradients which may occur during faults. At least six (6) of these grounding rods shall be provided within ground test wells, situated in different areas of the Facility in readily-accessible widely-dispersed locations, with ground rod connection made via bolted lug arrangement to facilitate future expansion and periodic testing.

Ground conductor risers shall be run underground from the grounding grid to each building column and to each indoor equipment support skid and each outdoor equipment assembly frame. These ground conductor risers shall be 120mm2 minimum throughout.

接地引上导线应从地下接地网连接至每根建造型钢柱、每个室内设备支架滑轨和每个室外设备装配架。上述接地导线竖管的横截面应至少为120平方毫米。

Buried grounding conductors extending beyond foundations shall have at least 0.45 meters of ground cover. After installation, the trench shall be backfilled and firmly compacted to maintain structural integrity of the compacted fill materials.

To ensure a station ground fault return path of low impedance and to interconnect remote grounding rods to the main Facility grounding grid, two (2) 120mm2 minimum ground conductors shall be buried with all electrical duct banks and electrical trenches. Along the duct bank and electrical trench routings, these ground conductors shall be connected to the main Facility grounding grid system, the switchyard grounding grid, outlying building grounding grids traversed, and all associated manhole grounding systems.

A 70mm2 minimum grounding conductor shall be installed the entire length of all power and control cable trays. This grounding conductor shall be bolted to each tray section. The tray grounding system shall be connected at several locations to the Facility main grounding grid. These grounding system connections shall provide a means of grounding all equipment and cabinets in the Facility and all outlying structures served by the cable tray system, as well as providing a direct path to ground in the event of a fault.

All conduits entering cable trays shall be bonded to the tray by the use of bonding jumpers or grounding bushings. At the other end, all conduits shall be bonded to the enclosure or equipment being serviced via bonding jumpers or grounding bushings to the equipment, or cabinet grounding.

Each motor (whether MV-rated or LV-rated) shall be electrically connected to the switchgear (or MCC) grounding bus via a grounding wire within its power cable feeder. All medium voltage power cable shields shall be terminated at their respective switchgear grounding buses. All medium voltage-rated motors shall have 70mm2 minimum grounding conductor risers connected between their frames and the grounding grid. All LV-rated motors shall have their frames connected directly to the grounding grid with dedicated 35mm2 minimum grounding conductor risers.

An inpidual insulated grounding cable riser shall be routed from the grounding system directly to the Facility DCS signal ground bus for electrical noise considerations. Cable size shall be in accordance with the DCS manufacturer"s requirements, but no less than 35mm2.

应从接地系统用一根绝缘接地电缆竖管直接与设施分布式控制系统信号接地母线连接,以减少电气噪声。电缆尺寸应满足分布式控制系统制造商要求,但是不得小于35平方毫米。

Every third fence post shall be connected directly to the grounding grid. Adjacent fence sections shall be bonded to each other with multiple grounding jumpers. All gates and fence openings shall be provided with multiple grounding jumpers to maintain grounding continuity.

每隔两根栅栏柱应与接地网直接连接一次。相邻栅栏段应使用多根接地跳线彼此相连。所有门及栅栏开口应配备多根接地跳线,以保持接地连续性。

An overall Facility grounding system resistance test shall be conducted by the Contractor once the grounding system is installed; but prior to Facility equipment start-up and operation. The fall of potential method shall be used. The resistance test must verify that the overall ground grid resistance is less than one (1) ohm; and that the step and touch potential magnitudes are both within the allowable range specified by IEEE. Several inpidual ground point locations shall also be tested by the Contractor for total resistance to the ground grid to ensure that all equipment bonding is adequate and effective throughout.

全厂设施接地系统电阻测试应由承包商在接地系统安装完毕后进行;但是上述测试必须在设施设备启动和操作前实施。应使用电位降方法进行测试。电阻测试必须验证整个接地网电阻小于一(1)欧姆;且跨步电压和接触电压强度均在电气与电子工程师协会规定的可容许范围内。此外,承包商还应测试数个独立接地点位置对接地网的总电阻,以确保所有相连设备数量充足且有效。
